Information and Communication Technologies Council

The Information and Communication Technologies Council’s scope of activities is focused on ICST’s strategic and technical planning with regards to the ICT services used by the ICST administration and management internally and the ICST user and membership externally. 

The Information and Communication Technologies Council might provide recommendations in:

  • Adopting effective uses of ICT technologies in support of benefits and services rendered by individual and institutional members;
  • Improving the quality and content of ICST’s online and offline products, services and tools, including but not limited to its social networking platform, digital library, collaborative tools and conference management systems.

Hua Zhu

Hua Zhu - Vice Chair

Research Engineer, Argon ST, CA, USA

Hua Zhu received his Ph.D. in Electrical Engineering from the University of Texas at Dallas where he was a member of the Center for Advanced Telecommunications Systems and Services. Prior to joining Argon ST, Dr. Zhu was with the San Diego Research Center.

Dr. Zhu is the Co-PI or technical lead of many government and/or privately-funded Research and Development projects on mesh networks, sensor networks, and robotic networks, which have led to various commercialization and transition opportunities. Dr. Zhu's research interests include algorithm and protocol design, advanced modeling and simulation for wireless communications systems and networks. He has worked extensively on various wireless access technologies, including both commercial IEEE 802.11/WiFi, 802.16/WiMax, 802.15.4/ZigBee, 802.15.1/Bluetooth and proprietary tactical communication systems.

Dr. Zhu has been serving multiple titles with IEEE and ICST along with other synergic activities. Dr. Zhu has authored and co-authored about 50 publications in patents, book chapters, peer-reviewed journals and conference proceedings. He has served on both organizing and technical program committees of various international conferences.

Jing Deng

Jing Deng

Jing Deng received the B.E. and M.E. degrees in Electronic Engineering from Tsinghua University, Beijing, P. R. China, in 1994 and 1997, respectively, and the Ph.D. degree in Electrical and Computer Engineering from Cornell University, Ithaca, NY, in 2002.

Dr. Deng is an assistant professor in the Department of Computer Science at the University of New Orleans. From 2002 to 2004, he visited the CASE center and the Department of Electrical Engineering and Computer Science at Syracuse University, Syracuse, NY as a research assistant professor, supported by the Syracuse University Prototypical Research in Information Assurance (SUPRIA) program. He was a teaching assistant from 1998 to 1999 and a research assistant from 1999 to 2002 in the School of Electrical and Computer Engineering at Cornell University. His research interests include mobile ad hoc networks, wireless sensor networks, wireless network security, energy efficient wireless networks, and information assurance.

Dr. Deng is an associate editor of the International Journal of Mobile Communications, Networks, and Computing (JMCNC). He has served as the co-chair of IEEE International Workshop on Ad Hoc and Ubiquitous Computing (AHUC'06), Taiwan and the sponsorship chair of the First International Conference on Multimedia Services Access Networks (MSAN '05), Orlando, FL, USA. He has served on the Technical Program Committees of many IEEE conferences including MASS'05, MASS'06, GLOBECOM'06, and WCNC'07. Dr. Deng is a member of the IEEE, the IEEE Computer Society, the IEEE Communications Society, and ACM.

Mehmet Can Vuran

Mehmet Can Vuran

Mehmet Can Vuran was born in Istanbul, Turkey. He received his B.Sc. degree in Electrical and Electronics Engineering from Bilkent University, Ankara, Turkey in 2002 and his M.S. degree in School of Electrical and Computer Engineering from Georgia Institute of Technology, Atlanta, GA. in 2004.

He is currently a Graduate Research Assistant in Broadband and Wireless Networking Laboratory, School of Electrical and Computer Engineering, Georgia Institute of Technology, Atlanta, GA. He is pursuing his Ph.D. degree under the supervision of Prof. Ian F. Akyildiz. In 2006, he received the BWN Lab Researcher of the Year 2006 Award. He also received the 2007 ECE Graduate Research Assistant Excellence Award from School of Electrical and Computer Engineering, Georgia Institute of Technology, Atlanta, GA. His current research interests are in wireless sensor networks, cognitive radio networks, wireless mesh networks, and InterPlaNetary internet.

Min Chen

Min Chen

Min Chen received BS, MS and Ph.D degree from Dept. of Electronic Engineering, South China University of Technology, in 1999, 2001 and 2004, respectively. He is a postdoctoral fellow in Communications Group, Dept. of Electrical and Computer Engineering, University of British Columbia since 2006. He was a post-doctoral researcher in Multimedia and Mobile Communications Lab., School of Computer Science and Engineering, Seoul National University in 2004 and 2005. His current research interests include wireless sensor network, wireless ad hoc network, and video transmission over wireless networks.

Ming Li

Ming Li

Ming Li has been a faculty in the Department of Computer Science, California State University, Fresno, since August 2006. He received his M.S. and Ph.D. degrees in Computer Science from The University of Texas at Dallas in 2001 and 2006, respectively. His research interests include QoS strategies for mobile ad-hoc networks and multimedia streaming over wireless networks. His research works have been published in several journals and conferences, including ACM Transactions on Multimedia Computing, Communications, and Applications (TOMCCAP), ACM/Springer Mobile Networks and Applications (MONET), and ACM/Springer/URSI Wireless Networks (WINET). He is the recipient of the Best Student Paper Award in the First IEEE International Workshop on Next Generation Wireless Networks (WoNGeN'05). He has served the technical program committees of several international conferences such as ISM'07, ICCCN'07, and ROBOCOMM'07. Ming Li is a member of ACM and IEEE.

Tao Zhang

Tao Zhang

Tao Zhang (S'04-M'06) received the B.S. and M.S. degrees in Electronic Engineering from Wuhan University of Science and Technology, Wuhan, Hubei, China, in 1992 and 1998, respectively. She received the Ph.D. degree in Computer Science from the University of Texas at Dallas, in 2005. In 2005, she joined the faculty at New York Institute of Technology at Old Westbury, where she is currently an Assistant Professor of Computer Science. Dr. Zhang is conducting research in the area of WDM optical networks, focusing on the design and analysis of optical network architectures and protocols.
