Internationalization Council

The Internationalization Council focuses on the forming and implementation of ICST’s internationalization strategy.  The general objectives of the Internationalization Council are to:

  • Increase the global outreach of ICST activities through the establishment and management of ICST World Chapters;
  • Identify emerging, global or region-specific technical and scientific challenges related to worldwide research communities;
  • Plan and execute conferences, publications and other ICST activities around the World;
  • Promote the benefits of participation in ICST activities within specific geographical communities;
  • Initiate cooperation between all continents by providing a gateway to and from European research and development expertise and activities;
  • Setting the rules and regulations that ensure the democratic nature and processes of research promotion mechanisms within the ICST World Chapters, and;
  • Moderate the operation of such mechanisms through the related sections of the ICST AGORA platform.

Bo Li - Vice Chair

Department of Computer Science and Engineering Hong Kong University of Science and Technology Clear Water Bay, Kowloon, Hong Kong, China Bo Li is a professor in the Department of Computer Science and Engineering, Hong Kong University of Science and Technology. He was with IBM Networking System, Research Triangle Park, USA (1993-1996).  His works have resulted in over 220 publications. He has made original contributions on Internet proxy placement, capacity provisioning in wireless networks, routing in WDM optical networks, Internet video streaming. He is best known for a series of work on a system called Coolstreaming (Google entries over 1,000,000 in 2008 and Google scholar citations over 820), which attracted millions of download and was credited as the first large-scale Peer-to-Peer live video streaming system in the world. He received two best paper awards from IEEE. He received the Young Investigator Award from Natural Science Foundation of China (NFSC) in 2005. He has been an editor or guest editor for 17 IEEE/ACM journals and magazines, and he was involved in organizing 50 conferences. He was the Co-TPC Chair for IEEE Infocom 2004. He was a Distinguished Lecturer in IEEE Communications Society (2006-2007). Bo Li received his B. Eng. Degree in the Computer Science from Tsinghua University, Beijing, and his Ph.D. degree in the Electrical and Computer Engineering from University of Massachusetts at Amherst.
